Existing user added to group needs "Publish dynamic content" to view group's existing forms

I think this is intended behavior, currently: a CMS editor without “Public dynamic content” isn’t able to see/edit Live dynamic content like news, events, profiles, forms, blurbs, etc. They can only see/edit Hidden items, so if you’re existing forms are hidden, they’ll be hidden from that user as well.
