Is there any reporting capabilities for Bulletins once the communication is sent through email? This would enable us to see how many emails went out and if any were opened.

Great question – we save in the LiveWhale database which groups a bulletin was sent to, so it is conceivable that it could be used to figure out how many editors received it from those groups.
In terms of open rate, we don’t have any “tracking” that we put into our default emails—it’s conceivable to put something like a tracking pixel into your HTML email notification template (either for all notifications, or just for bulletins) as part of your _ingredients/notifications/ theming, but I don’t think that’ll be something we do in core given our privacy policy. We’ll hang onto this as a general idea for our roadmap though, and I’m interested if anyone else has any approaches they use for this they’d like to share. Thanks!
